Public Cemetery and Miscellaneous. These branches

are now of their minimum strength, but I think the pay of

the Overseer in charge of the Cemetery too little. I pro-

pose to increase it to $600 per annum.

22. In the cases where I cannot recommend that the present

holder of an office be placed on the permanent staff I have

left the name of the holder on the permanent staff blank. I

further submit that as a general rule except in the case of

clerks no officer drawing less than $500 per annua be per-

manently appointed to an office.
